      Hi there. So this is either a peice of cement or a conglomerate. See how there are smaller rocks in the rock? It is neither a skull nor bone. Skulls have multiple bones and bones would have striations/scarring from muscles.

      I agree with @mackenzie-smith. This is most likely concrete and does not have any characteristics of being fossilized bone.
