This seems to be brain coral.

It appears it is in water from the glare off the surface of water in the picture. Is that live coral? In which case, it is not a fossil. Also, corals are threatened all over the world and I do not believe it is ethical to collect live specimens for personal use. There are also federal and state regulations regarding the collection of coral specimens: https://www.fws.gov/international/animals/coral.html
