It’s a beach conglomerate, where are you located? In Utah there is a formation that goes by many names but I know it as the Geersten that look like this. The Geersten is a beach quartz cements quartz sandstone that had large storms that would deposit pebbles along the top (this phenomenon is called a beach pavement) that looks just like that.
