I think it’s a quartzite coarl #fossil
Quartzite is a metamorphic mineral where quartz sand has been changed due to heat and pressure. Due to the heat and pressure, quartzite does not contain fossils. What this appears to be is limestone that has been heavily weathered. Rain and water contain small amounts of dissolved carbon dioxide which creates a weak form of Carbolic acid. This acid slowly eats away at the limestone often causing a pitted appearance. This is not a fossil.
It looks like a frog or toad.
