It’s very difficult to tell from the photos, but I’m fairly certain it isn’t turtle. It may be coral, but honestly I can’t rule out that it might just be a rock. Perhaps you can share some more photos from different angles and include something for scale in the image?
It would also help to know where it was found, if you don’t mind disclosing the location.
