Could this be a tiny Dino skull?

Hello everybody! I just became a member and I have a lot of rocks that need identifying. However, this one I’ve had for about 14 years and it is intriguing. The more I take off the more it seems to confirm that this is a little skull. The pictures aren’t that great but what do you think? according to everything I’ve seen on the internet it is made out of bone.
