It might be some kind of scute. How big is it?

Most scutes are fairly small, an inch or two is average and you can hold a handful at a time. These are too big. Also, there is no distinctive pattern that would come from a living thing. I think this is a natural rock formation of some sort. Maybe @matthew-gramling could give more info
