that could be any number of things. the bark of a paleozoic tree, a crinoid calyx, preserved scaly skin….

Tortoise? not in Pennsylvania, fossils there are way too old.
@bill-heim tortoise shell stones aren’t actually tortoise shells, they’re just a type of formation called that because they resemble them.
Thanks for clearing that up. Never heard of that. Still not a fossil but interesting anyways.
