Where is Clarion? The geographic setting of a rock or fossil is very important in identifying it. Chloe could be right. Those holes look like vesicles which form in pumice and scoria, both volcanic rocks. But drsuk could be right too. Industrial slag can look very similar to volcanic glass. Clarion is in the northwest of Pennsylvania .

I thought it was volcanic glass at first as well. After looking at the location of Clarion on a geologic map, there are no volcanic rocks listed in the area. What is listed in the area is coal. This is undoubtedly a clinker from the burning of coal, i.e. slag.
