Hi – @mackenzie-white – This is a productid brachiopod, not a mollusc.
Do you have another image or two with a scale bar? It would be good to see multiple views of the specimen to best help you with identification.
Class Strophomenata > Order Productida is what you are looking for here.
Given the location you suggest, this is likely from the Permian, not the Cambrian. I am not sure how far back they extend but I think they are a common component of the Permian.

This might be Peniculauris bassi which is a very common brachiopod in the Permian Kaibab Formation. See plate 45 figures 1 and 2 in The Environment and History of Toroweap and Kaibab Formations of Northern Arizona and Southern Utah Volume 492 of Carnegie institution of Washington. https://babel.hathitrust.org/cgi/pt?id=mdp.39015009184303;view=1up;seq=333
